Painting appears to be fishermen drying their nets on the beach somewhat in theme with what he would do in Egypt in 1890-1891:

Dating of the work is difficult as I can put Sargent NEAR Algeria any number of years but not IN Algeria any specific year. Possibly he was there as early as 1880. Possibly he was there when he was working on idea's for the murals in 1891. Elisabeth Casenave, in her book puts it this way:  

    In 1891, he leaves for Greece and Turky, then travels through Sicily in 1897, Spain and Poetugal in 1903. He certainly goes to Algeria since among his works is "Algerian and mauresque coast, beach of Algiers"
